My radiator fan would not turn on after having been fine for a long time. First thought was that it was the fan.
Long story short, the fuse was loose in the fuse holder. The engine fan and the horn are on the same fuse. My first clue was that the horn would either not work or "sort of" work. I tested everything in the circuit and could find no problems.
Then I tried pressing the horn with the fuse cover open and could see electricity jumping from the fuse to the fuse bracket "ear". I bent both ears in slightly so that the fuse fit in there nice and snug. Bingo! Horn works again and so does the radiator fan.
I hope this saves someone some grief.

Hi Sonny,
Came across a similar issue with the fuse having a hairline crack and intermittently the horn and fan wouldn't work. I now always check as a first point of call, the horn is working especially when I see the temp gauge at 190, as a starting point just in case the fuse or connection isn't right.
