black wire spliced to red/blue needed?

I'm guessing this is a yes, but found a black wire that comes off the little silver can (flasher related?) via a frayed and loose connection and it splices into the blue/red wire via an even looser hand splice with some electic tape on it.
It looks like an emergency fix to get you home, but that's how mine is.
Wondering if I need it- if so will get it properly connected, or not, so I could remove it.

I can't tell from the picture but it is either an extension (a splice) or the PO ran some wire to an alarm to flash the lamps. I'd revert back to the original.

the picture isn't great but if you expand it, you can see what looks like another black wire that is spliced into the side of the blue/red wire- the splice is covered by a piece of black tape.
That black wire s the same one coming from the connector on the little flasher can (you can't tell that from the pic because the black wire dips out of the pic)

What pin on the flasher relay is it connected to?
